LETTER FROM THE COMMISSIONER
Howdy,
Happy July, y’all! This month as we celebrate America’s freedom and independence, I believe it’s an appropriate time to remind you where your tax dollars are being spent. Commissioners Court and department leadership will soon be discussing the budget for next fiscal year, making it a crucial time to be tuned into county government happenings.
Last year, I proudly represented Precinct 3 residents and their wishes not to waste money on new progressive programs. This resulted in Harris County receiving the same amount of money it received in the previous year. While my colleagues went on for weeks about the dangers of not taking more of your money, you should know that this past April, our budget office reported millions of dollars worth of surplus still remaining.
I believe Harris County has to do a better job in prioritizing your safety over social programs. As a County Commissioner, I also believe Harris County has to do better in focusing on your infrastructure and flood prevention. Above all else, I believe these should be done with the utmost transparency.
Below you’ll find some helpful information on current spending. Regardless of the circumstances, my team works hard and continues to find fiscally responsible solutions to maintain our level of service. We are passionate about what we do and remain focused on the task at hand, which is to serve you.

PRECINCT 3 OPENS NEW COMMUNITY CENTER
George H.W. Bush Community Center
The George H.W. Bush Community Center is now open! As Precinct 3’s eighth community center, this facility provides all residents with a place to gather for educational seminars, fitness classes, group activities, and special events.
With walls adorned with photography detailing the life and legacy of the 41st President of the United States, George Herbert Walker Bush, the 24,500-square-foot, two-story community center is located at 6827 Cypresswood Drive in Spring. It is open to the public from 8 a.m. to 8 p.m., Monday to Friday.

With wind gusts reaching 97 mph in some areas, the June 21 storm caused downed trees and widespread power outages. Happy New Year! As you look to achieve your goals for 2023, I hope you keep us in mind. We have plenty of free programs in our community centers, trails and fitness equipment in our parks, and educational classes to help make this your best year yet!

As for me and the rest of the Precinct 3 team, we will continue our commitment to you for improved neighborhood safety, quality maintenance of our roads, parks, and drainage, and spending your taxpayer dollars responsibly.

ON THE ROAD

Timber Forest Drive Bridge is now open!

Residents traveling from Humble to Atascocita, and driving kiddos to and from Centennial Elementary can now use the new Timber Forest Drive Bridge. The bridge features four lanes for safe travel over the Union Pacific Railroad tracks and new sidewalks for walkers, joggers, and bicyclists.

This project was completed by Harris County Precinct 3 Office of Commissioner Tom Ramsey, P.E. in partnership with Humble Independent School District. Read more about it here.

LETTER FROM THE COMMISSIONER

As August begins, school safety is top of mind for many if not all of us. Rest assured, my office has been working all summer long with first responders and schools to assist. One of the most impactful initiatives of the summer is the creation of the Harris County Safe Schools Commission in June. Commissioners Court approved my proposal unanimously allowing each of us to appoint a member of our choice. We could not have selected a better group as the Commission includes a student, parent, teacher, superintendent, and ISD board member. Their goal is to create recommendations on how Harris County can help schools open safely and other proactive measures stakeholders can take to improve school safety. To make it even better, the Commission relied on the Harris County Fire Marshal and the Center for Safe and Secure Schools to understand current safety protocols and come up with ways to improve them. They’ll be presenting their recommendations at Commissioners Court on August 23rd, and I’m excited to see the information they offer.

PRECINCT 3 PURSUES ARPA-FUNDED MENTAL HEALTH RESOURCES IN SCHOOLS

With the need of mental health resources in schools, Commissioner Ramsey proposed that Harris County pursue APRA funding for schools to fill in any gaps.

The request came in as law enforcement, school staff, and the Safe School Commission all flagged the resource as a necessity.

Commissioners Court unanimously approved his proposal, which reads as follows:

Request Harris County Public Health work with the Harris County’s Resources for Children and Adults Division to create and submit a proposal to go through the County’s established ARPA proposal process, including guidance from the Harris County Safe Schools Commission, for possible ARPA-funded mental health resources within schools. This could include funding counselors, crisis training, software development such as Humble ISD’s iHelp app, and more.  

The amount of funding will be determined after a plan is presented to the County’s ARPA Steering Committee. More to come!


TOURNIQUETS DONATED TO CONSTABLE PRECINCT 3

Commissioner Ramsey hand delivered 200 tourniquets, a piece of life-saving equipment used to stop bleeding from injuries to Precinct 3 Constable Sherman Eagleton.

This purchase is one of many ways Commissioner Ramsey is working with law enforcement, including the creation of the Crime Task Force earlier this year and hosting the Safe School Summit in June.


NEXT ACTIVE SHOOTER TRAINING

RESERVE YOUR SPOT TODAY!

Precinct 3 has hosted two Civilian Response to an Active Shooter Events which are FREE and open to all. In this training, you will learn the history and prevalence of active shooter events, civilian response options, and medical issues.

The classes are taught by Precinct 3 Constable Ted Heap’s office. Click on the flyer to sign up for the next class on August 23rd.


ON THE ROAD SPOTLIGHTS

Hemwick Subdivision Roadway Asphalt Rehabilitation

Covering the 6,750 lane miles of roadway from Cypress to Crosby, the Precinct 3 Road and Bridge team brings you projects on road reconstruction, storm debris removal, sign installation, right of way mowing, and more.

One of our current projects is located within the Hemwick Subdivision. This project includes reconstruction and widening of roadways for improved conditions, and localized drainage improvements to reduce flood risk.

Construction is scheduled to begin this month. Residents can expect to see various, temporary one-way traffic lane routes to facilitate the reconstruction. There will be a closure along Gentry Road, between the Hemwick and White Oak Springs subdivisions. Hemwick residents will be routed to the 290 frontage road, while residents of White Oak Springs will be routed to Huffmeister.

Construction on this project will conclude during the first quarter of 2023.

Ella Boulevard and Falvel Road Improvements

The Precinct 3 Road and Bridge team is working on improvements to the Ella Boulevard and Falvel Road corridor from Louetta Road to FM 2920.

A school zone study was conducted that resulted in recommendations for improvements to the intersection, ADA curb ramps, pavement markings, signage and reducing the school speed zone from 25 to 20 mph for the Klein ISD multi-school campus. 

Additional work is underway to replace signage, repair curb and roadway, repaint the bridge over Seals Gully, and plant trees in the median along Ella. These improvements will be completed prior to start of school for Klein ISD 2022-23 calendar year. 

Future improvements include sidewalks on both sides of Ella Boulevard and Falvel Road from Spring Cypress to FM 2920 to improve pedestrian safety.

LETTER FROM THE COMMISSIONER Happy July, y’all! As we enter the holiday weekend, please be mindful that earlier this week Harris County declared a burn ban for unincorporated areas. I encourage you to monitor the news for updates on the burn ban as rain enters our region and to practice firework safety.   To celebrate America’s birthday, Precinct 3 Community Centers and Kids Summer Camps participated in 100.3 The Bull’s initiative to get 10,000 thank you cards to our service members. We gathered nearly 300 cards in under a week! It’s so important that we take holidays like this to pause, remember our history, be grateful for where we are, and honor those who’ve helped us get here. Thank you to everyone who contributed their time in thanking our troops!   Participating in initiatives like these is just one small example of how our facilities help provide fulfillment and quality of life for our constituents, and for that I am proud to be a County Commissioner.   Thank you for taking the time to look through our newsletter to keep up with Precinct 3 happenings.   Have a safe and Happy Independence Day!  – Commissioner Tom S. Collaboration & Comradery at Precinct 3’s Safe School Summit

Today Commissioner Tom Ramsey was joined by Mark Herman, Harris County Constable Precinct 4 and Harris County Fire Marshal Laurie Christensen to host the School Safety Summit for law enforcement agencies all throughout the County. Over 30 representatives from nearly 20 different agencies participated, all of whom either patrol or respond to school emergencies.

“The goal is to get all the key people in a room to exchange ideas for safe school solutions from a law enforcement perspective,” said Commissioner Ramsey. “Some may find other agencies running into the same issues, while other agencies used to but figured out solutions. Now they can meet, talk, and implement – and there you have it. We’re a step in the right direction for safer schools.”

Collaboration and comradery filled the room as officers exchanged numbers and business cards. Attendees included the Harris County Sheriff’s Office, various Constable Precincts, City ISD patrol officers from Tomball, Spring, Aldine, Klein, and many more. Commissioner Ramsey looks forward to gathering the agencies again in the Fall moving our schools another step closer to a safer environment.

Law Enforcement Ramp Up Active Shooter Trainings in Precinct 3

Precinct 3 has been collaborating with Constable Precincts 3, 4, and 5 to host Active Shooter Trainings for school patrol officers and civilians.

While the law enforcement trainings are closed to the public, we encourage you to attend our civilian training sessions. The next one is July 25, 2022 from 6-8 PM at Trini Mendenhall Community Center.

LOCAL GOV’T 101

MUDs, WCIDs and HOAs

What are they and how does the County interact with them?

Commissioner Precincts often partner with local entities when working on projects throughout communities.

These can include Water Control and Improvement Districts (WCID), Municipal Utilities Districts (MUD), and Homeowner Associations (HOA).

Each are responsible for maintaining various homeowner and facility needs in their areas, but they differ in what and who they serve.

MUDs and WCIDs are organizations that usually exist in unincorporated areas of Harris County and hold authority to tax residents. Theyhelp serve their jurisdictional area’s water and wastewater needs and have the ability to assist with drainage needs and recreational facilities.

HOAs can exist within both incorporated and unincorporated. They help regulate aesthetics within a community (exterior home appearance, subdivision amenities, etc.) and often provide recreational opportunities.


ON THE ROAD

Dreamland Place, Barrett

The Precinct 3 Road and Bridge team continues to identify and execute projects in our newly acquired areas, following redistricting.

One of the team’s current projects is within the Barrett community. This project includes plans to reconstruct Parris Road, located next to Barrett Station Evergreen Cemetery. The project will continue through Dreamland Place with the repair of road failures and overlaying all 8 roads with a new asphalt surface.

This project will begin in July with completion by August, pending weather conditions. Precinct 3 is excited to continue investing in Barrett infrastructure, improving roads and drainage.

LETTER FROM THE COMMISSIONER
As a Commissioner, I have the honor to meet with different groups and individuals who work hard to improve the quality of life for their friends, neighbors, and communities. Last month, I spent a day with the District Attorney’s Office, just one of the great groups of people we have working to ensure the public’s safety. During my visit, I met dozens of bright-eyed, driven prosecutors who spend hours in the courtroom. I got to see prosecutors handling phone calls with patrol officers to manage in-take. I met with their department heads who are passionate about taking care of their team members. I saw firsthand how they travel back and forth from their headquarters to the courthouse, an inefficiency created by Hurricane Harvey. I saw the software they use to manage cases, and as well as a snippet of the long days they spend fighting for justice. You should know that they feel the hardships of the rise in crime just like we do. You should know that they are working hard to make a difference for all of us. The cards are stacked up against them, and as a Commissioners Court member who is responsible for allocating taxpayer dollars – I will continue to advocate for funding them along with our other law enforcement agencies. Ensuring your safety and spending your money wisely are the most important job duties I have. It’s a responsibility I do not take lightly and will keep pushing for the betterment of Precinct 3 and all of Harris County.

BUS PROGRAM

Grab a friend and hit the road!

Did you know that Precinct 3 has a Bus Program, providing free bus trips for groups and individuals,age 50 and older?

Created in 1989 with a single 15-passenger van, Precinct 3’s Bus Program has grown to a fleet of 19 buses. These are specially equipped buses that accommodate wheelchairs and passengers with limited mobility.

The bus program for individuals takes participants on day trips to events such as Astros games, the Kemah Boardwalk, and seasonal/holiday attractions, just to name a few. The bus program for groups allows participants to plan their own bus trip, much like Kay Caffey, who frequently plans trips for her group – Kay’s Friends from Kingwood.

“Most seniors don’t like driving at night, and this program eliminates worrying about driving and offers people the chance to participate in events they otherwise wouldn’t have opportunities to experience,” said Caffey. “People feel included, welcomed, and valued.”

Kay’s Friends has utilized the Bus Program for trips to places like College Station, Lake Jackson, Galveston and La Grange. Caffey said it’s convenient to book a bus and often has a waitlist of friends for her planned trips.

Bringing the outdoors to you

It’s no secret that Precinct 3 is home to 68 amazing parks and green spaces, including Jesse H. Jones Park, Mercer Botanic Gardens, and the Spring Creek Greenway!

To elevate your outdoor experience, Precinct 3’s Parks Department offers programming and educational events at various parks and facilities.

FICTITIOUS E-TAGS

Their role in crime

Fictitious e-tags, also known as temporary license tags or paper plates, have been a common denominator to crimes plaguing our region.

As a result of requests made by law enforcement during Commissioner Ramsey’s Crime Task Force meeting, Precinct 3 has partnered with Travis County Constable Precinct 3 and Harris County Constable Precinct 5 in facilitating classes to help law enforcement identify these tags and get them off the streets.

The goal is to train as many law enforcement officers as possible to combat the rise in crime and keep our communities safer, together.

LETTER FROM THE COMMISSIONER
We’re nearly halfway through the year, which means summer break is upon us. Here at Precinct 3, we have dozens of staff members who are passionate about creating fun, memorable programs for our constituents, especially our children. Whether it’d be outdoor educational activities at Jesse H. Jones Park, or games and activities at one of our community centers, we have something for all children to enjoy! Please keep reading for more information about the offerings and how to sign-up.
With the warmer weather also comes hurricane season. While Precinct 3 works year-round to maintain your ditches and local drainage, the impacts of hurricanes are unpredictable. The best defense is preparation, so here is your friendly reminder that there is no better time to prepare than now. Below is a quick look at how Precinct 3 prepares for the season.

Commissioner Precinct vs. Constable Precinct
Did you know the Texas Constitution allows up to eight constables per county to serve the county’s law enforcement needs?  Therefore, in Harris County, there are 8 constable precincts. Although sharing the “precinct” name has caused confusion, the services and responsibilities are different. So here’s what you need to know: A Commissioner Precinct is responsible for maintaining roads, bridges, local drainage, parks, community centers and programming. A Constable Precinct handles law enforcement and emergency needs.
Within Commissioner Precinct 3’s boundaries are Constable Precincts 1, 3, 4, and 5.

NOTE: Constable Precinct boundaries and contracts were not impacted when Commissioner Precinct boundaries changed in October 2021.

WORD OF THE MONTH: Incorporated

Incorporated references areas that are classified as cities. If you live in an area that has a city mayor, you live in “incorporated” Harris County. That means your roads, bridges, parks, community centers, drainage, and trash pick-up are primarily managed by the city.
Incorporated areas in Precinct 3 are Piney Point Village, Bunker Hill Village, Spring Valley Village, Jersey Village, Houston, Tomball, Humble, and Baytown.


STRONGER TOGETHER
The Importance of Partnerships
Precinct 3 has been hard at work meeting with different organizations to identify community needs. From local chambers of commerce, independent school districts, municipal utility districts, city leaders, and homeowner associations, it’s clear that the success of every community relies on everyone’s ability and willingness to work together.

Community Clean-up Since the redistricting, our team partnered with Harris County Constable Precinct 3 Sherman Eagleton’s Office to clean up Highland Shores. This once beautiful subdivision, located along the coast of the San Jacinto River, was devastated by Hurricane Harvey making the area uninhabitable. It became a dumping ground for old furniture, tires, and other trash that would harm the environment if left alone. Together, the crews removed over 200 tires, abandoned watercrafts, and dump trucks worth of trash. A plan was also devised to help combat illegal dumping within the area.

Lending a Helping Hand Last weekend, we partnered with the Harris County Public Library, who was distributing laptops and hotspots to residents in need. We opened up the doors to our Riley Chambers Community Center for them to host a successful giveaway event, which resulted in over 250 families benefitting with better connectivity!

Serving Those Who’ve Served For Us Precinct 3 is also committed to helping those who’ve served us. Maneuvering around VA benefits can be difficult, which is why we partnered with the Harris County Veteran Services Department to host numerous Veteran Benefits Fairs. During these events, veterans receive VSO consultations for free!

ON THE ROAD
With Precinct 3 Road & Bridge

Harris County Precinct 3 maintains the highest level of standards in maintaining over 6,600 lane miles of roadway and associated bridges throughout the area. Maintenance includes road reconstruction, storm debris removal, sign installation, right of way mowing, and more.
